Public Statement on the Position of West Papua Council of Churches (WPCC) and the Coalition of Civil Society Transformation (KO MASI) in West Papua

Today on Friday, 20 February (2026), we the West Papuan Council of Churches (WPCC) and the Coalition of Civil Society Transformation (KO MASI) of Papua. Under the bad current conditions in Papua, we gathered here today for 2 days, and this is the second day. We have discussed several things that we think are important to be discussed and we would like to convey our messages to communities and public society. In the name of God the father, the son, and the holy spirit, we close our two-days meeting. Amen.

Responding to the current condition in the land of Papua (meaning the entire western half of the New Guinea Island) regarding the dispossession of natural resources, militarism,m and the humanitarian crises occurring in the entire land of Papua (meaning the entire western half of the New Guinea Island). The Strategic National Project (PSN) in Merauke, Yahukimo, Biak, Sorong, Wamena, Fak-Fak, Manokwari, Timika, Intan Jaya, Nduga, and others. Therefore, We (WPCC and KO MASI) demand to the government of the Republic of Indonesia to :

  • Immediately stop the military approach in the civilian sphere, which violates the 1945 constitution, the Human Rights Law, and the special autonomy law in the land of Papua (entire western half of the New Guinea Island).

  • The TNI (Indonesia's National Army) Chief Commander to withdraws all TNI members stationed in conflict areas as teachers, medical personnel, and other roles under the state policies according to the statement made by TNI Commander's Statement on March 21, 2024.

  • TNI (Indonesia's National Army) and TPNPB (West Papua National Liberation Army) are obliged to uphold the International Humanitarian Law (HAI) in armed conflict areas throughout the Land of Papua (entire western half of New Guinea Island).

  • The government of the Republic of Indonesia is obliged to open access for foreign media and journalists to the land of Papua.

  • The government of the Republic of Indonesia to immediately open access for the UN High Commissioner for Human Rights to conduct direct monitoring on the Human Rights violations in the land of Papua.

  • Stop all of the national strategic project that are damaging and robbing the living space of indigenous People in the land of Papua (entire western half of New Guinea island).

  • The Governors, MRP(Special Autonomous Cultural Institution), DPRP (Provincial Legislative Representative), and Regents or Mayors throughout the entire land of Papua (western half of New Guinea Island) must declare their rejection stances toward the Strategic National Projects and military operations throughout the entirety of the land of Papua.

  • The government of the Republic of Indonesia must immediately stop all state policies that violate the civilian rights to live and damage the living environment in the land of Papua (entire western half of New Guinea Island)

  • The government of the Republic of Indonesia must immidiately open a dialogue space with the Papuan people to end the prolonged conflicts in the land of Papua (entire western half of West New Guinea Island).
